Fines for Failing to Comply

Tenancies that were signed beginning on 1 July 2019 to the 30th June in 2021

  • Insulation of the underfloor and ceiling is required throughout Waipawa and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement should be included in any new, renewed or amended tenancy agreement.
  • Property managers and landlords are required to keep records to demonstrate conformance with the Healthy Homes Standard that apply or will be applicable throughout the tenancy period of their rental properties.

From July 1st 2021

  • Property managers and private landlords have to ensure their rental properties comply according to Healthy Homes Standard within 90 days of any renewal, new or a change in lease.
  • All boarder houses (except Kainga Ora and Community Housing Providers with registered Boarding household tenancies) must adhere to the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2023

  • All houses which are rented by Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of when the tenancy began.

Starting 1 July 2024

  • All rentals houses must be in compliance with the Healthy Homes Standard regardless of when the tenancy first began.
