Failure to comply with one of the Healthy Homes Standards by the end of the anticipated timeframe could result in the possibility of a fine up to $7200. Healthy homes matter

Why is Healthy Homes Compliance so Important?

One in three households rent from New Zealand and Te Mata, and research has shown that these rental houses are most likely to be colder, older and are not as efficient heating, and generally have lower quality than owner occupied properties.

The damp, cold and mouldy houses are linked to negative health results, specifically for illnesses such as colds and asthma, as well as cardiovascular diseases. Additionally, those who experience four or more major housing quality problems frequently have low life satisfaction and reduced psychological well-being.

Improving the quality of Te Mata rental property will help tenants experience improved physical and mental health and minimise the interruption to learning, work and daily life because of health issues. Your investment will also be better protected from mildew, mould and damp damages, which means lower costs for maintenance in the long run.

The Healthy Homes Standard is a list of specific and minimum standards for heating, insulation, Ventilation, Moisture Ingress and Drainage, as well Draught Control for Te Mata rental properties.

Unreasonable Gaps & Holes

Draught Stopping Te Mata

Draughts may lead to low temperatures inside houses. A damp home will cost more to heat, which results in wasting energy and incurring higher costs.

If a draught can be felt through gaps that are too large or holes, it needs to be sealed.

What are unreasonable gaps and holes?

If you can feel external air entering or the air is clear out of a hole or gap or crack, then it’s most likely a gap or crack that needs sealing in some way. Cracks and gaps that are large should be fixed permanently. Cracks that are greater than 3mm and allow air in or out from your home require sealing. For instance, if an open fireplace is not in use, it could cause draughts, and should be blocked off. Property managers and landlords are accountable for ensuring that draughts from the fireplace are removed as far as possible.

You don’t require to block up intentional holes or gaps which are part of the building. For instance, small gaps around doors and windows may be required to allow movement of the building as the household heats and cools, to allow them to be shut and opened, rather than securing. We will check all windows and doors as part of an Healthy Homes assessment of your rental property.

A good heating system is important for well-being homes

Heating Te Mata

Rental properties in Te Mata need to have a stable source of heating which can warm the living space to at least 18degC even on the winter coldest days. This is the minimum indoor temperature recommended by the World Health Organisation for people’s physical well-being as well as their mental health.

The heating source needs for it to be permanent (i.e. not portable) with at minimum 1.5 kW of heating capacity, and it must have the minimum required heating capacity to heat the living space in general. A Heating Assessment Tool may be used to determine if your current fixed heater(s) are adequate or if you’ll require to ‘top up’ by adding a second heater. Open fires and unflued combustion heaters, such as small portable LPG bottle heaters are not considered to be suitable heating options for The Healthy Homes Standard.

If the heating system you provide is an electric heater (or heat pump), it requirements to be equipped with the thermostat. This will help make the heating more consistent and efficient. For most homes, larger fixed heating systems such as heat pumps, wood burners, pellet burners or flued gas heaters are necessary. In some instances, like apartments with small spaces, a smaller fixed electric heater might be enough.

If your living space is already equipped with a fixed heating source, like an air conditioner, it might just need an upgrade to be able to meet the standards. Certain types of heaters cannot be used to meet the standard because they’re not efficient, cost prohibitive to operate or are unsafe to operate.

Ventilation Te Mata

Each living space within a rental property has to have at least one opening window or exterior door to offer natural airflow. In addition, high moisture spaces like kitchens and bathrooms must have a suitable externally vented extractor fan that can take moisture away.

It is the ventilation quality is all about understanding that dried air can be less difficult to heat, and that a well ventilated rental property will be less prone to developing mould and damp.

Bedrooms, living spaces, dining rooms, and kitchens are considered liveable areas. Connecting spaces such as the hallway aren’t liveable , and thus are not need an opening window or door.

Each door, window or skylight requirements at least of opening to the outside and remain at an open angle, allowing the circulation of fresh air and ventilation.

All kitchens and bathrooms, and any other room in your house that houses a bath, shower, cooktop or other high moisture generating item will require adequate extractor fans that are vented to the outside. The Healthy Homes Assessment service will make sure there is sufficient air circulation in every living space, including suitable extractor fans in areas with high moisture.

Insulation Te Mata

Insulation for underfloor and ceilings is mandatory in all rental homes since July 1, 2019. All landlords and property managers must ensure the insulation meets current standard. In certain situations, the old ceiling insulation as well as insulation within the sub floor space may need to be topped up or replaced.

A house that is well-insulated will reduce the risk of condensation and reduce the chances of mould and dampness and will also make it easier to the household to keep warmth.

Insulation needs to meet the R-values that are appropriate for your region.

The "R" refers to thermal resistance and is a measure of how well insulation can withstand heat flow. The more R-value is higher, the higher the quality of insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9 and underfloor R 1.3
  • Zone 2 – the remainder of the North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 below floor R 1.3

Te Mata Moisture Ingress & Drainage

Making sure your rental property is protected from moisture isn’t just about the inside of the building It’s about having to ensure there is somewhere for surface and underground water to flow and prevent it from getting inside. When it is about damp and water, it’s usually what you don’t see that could become a major issue that can cause damage to your investment as well as affecting the tenant’s health.

Rental properties must have effective drainage to get rid of the stormwater and surface waters and groundwater, with the proper outfall or runoff. Making sure the water has a place to go, and that it isn’t allowed to remain beneath structures is an crucial aspect of maintaining your property’s dry.

In addition to an irrigation system to stop the ingress of moisture, if your rental is enclosed between the floor and the ground, a ground moisture barrier must be put in place when it’s reasonably practicable to install it.

A ground moisture barrier is usually an insulating sheet of polythene laid over the ground, to block any moisture that is present in the ground from rising into the property. It also helps in preventing from causing damage to the flooring insulation.
