Fines for Failing to Comply

As of 1st July 2021, once a new or renewed contract is signed on a Putorino rental property, all Healthy Homes compliance tasks must be finished within 90 days.

Putorino Healthy Homes Compliance Timeframes

Tenancies commenced from 1 July 2019 to 30 , June 20,21

  • Underfloor and ceiling insulation is a requirement for all Putorino and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Declaration of Intent, an Insulation Statement and an Insurance Statement should be included with any new, renewed or modified tenancy agreement.
  • Property managers and landlords are required to keep records that demonstrate compliance with each Healthy Homes Standards that apply or will be applied to the rental property.

From 1 July 2021

  • Property managers and private landlords must make sure their rental properties conform in accordance with Healthy Homes Standard within 90 days of a newly renewed, extended or changed tenant.
  • All boarder homes (except Kainga Ora and Community Housing Providers with registered boarder home tenancies) must adhere to the Healthy Homes Standards regardless of the date the tenancy was started.

From 1 July 2023

  • All households that are rented out to Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered are required to comply with the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2024

  • All rental homes have to meet the Healthy Homes Standards regardless of the time of the first day of tenancy.
