Fines for Failing to Comply

As of 1st July 2021, if a new, renewed or varied contract is signed on a Putorino rental property, all Healthy Homes compliance items have to be taken care of within 90 days.

From the 1st of July in 2021, when a brand new or renewed contract is signed on a Putorino rental property, all Healthy Homes compliance work must be done within 90 days.

Putorino Healthy Homes Compliance Timeframes

Tenancies established from 1 July 2019 to 30 , June 20,21

  • Underfloor and ceiling insulation is required for all Putorino and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement, an Insulation Statement and an Insurance Statement should be included in any renewal, new or modified tenancy agreement.
  • Property managers and landlords must keep records to demonstrate the compliance with the Healthy Homes Standards that apply or will be applied throughout the tenancy period of the rental property.

Beginning 1 July 2021

  • Property managers and private landlords must ensure their rental properties conform according to Healthy Homes Standard within 90 days of any renewal, new or a change in tenant.
  • All the boarding households (except Kainga Ora and registered Community Housing Provider for boarding house tenancies) are required to comply with Healthy Homes Standards regardless of the time the tenancy began.

Starting 1 July 2023

  • All households let to Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of when the tenancy first began.

Beginning 1 July 2024

  • All rental houses must comply with the Healthy Homes Standards regardless of the time of the first day of tenancy.
