Fines for Failing to Comply

As of 1st July 2021, when a new or renewed contract is signed on a Putorino rental property, all Healthy Homes compliance items need to be taken care of within 90 days.

From the 1st of July in 2021, once a new or renewed lease is entered into on a Putorino rental property, all Healthy Homes compliance work must be done within 90 days.

Inability to adhere to all of the Healthy Homes Standards by the end of the deadlines can result in an amount of $7200. Healthy homes are important

Why is Healthy Homes Compliance so important?

About 1 in 3 households rent the property in New Zealand and Putorino, and research shows us that these rental homes tend to be colder, older and have less effective heating, and generally tend to be lower quality than houses that are owned by the owner.

Moldy, damp and cold houses are linked to negative well-being outcomes, especially for diseases like colds and asthma, as well as cardiovascular issues. Furthermore, people who report at least four major housing quality problems frequently have lower levels of satisfaction with life and a decrease in well-being.

Enhancing the quality of Putorino rental property will allow tenants to enjoy improved physical and mental health as well as lessen disruption to work, learning and daily life because of illnesses. Your investment is also better safeguarded from mildew, mould and damp damages, which means less costs of maintenance over the long term.

The Healthy Homes Standards are a list of the specific and minimum standards for heating, insulation Ventilation, Moisture Ingress and Drainage, and Draught Stopping on Putorino rental properties.

Unreasonable Gaps & Holes

Draughts are a major cause of lower temperatures in homes. A draughty house is more expensive to heat, which completed jobs in wasting energy and increased bills.

If a draught is felt through gaps that are too large or holes or holes, it requirements to be sealed.

What are unreasonable gaps and holes?

If you can feel external air flowing in or the air is clear from a gap or hole that is, it is probably a gap or an opening that requirements sealing in any way. Cracks and gaps that are large should be fixed permanently. The gaps that exceed 3mm that allow air in or out into the house need seals. For example, if an open fireplace is not in use, it can create draughts. This must be sealed from. Property managers and landlords are responsible for ensuring that draughts from the fireplace are removed as much as imaginable.

You don’t need to block off gaps or holes that are part of the building. For example, tiny gaps around doors and windows might be necessary to allow movement of the building when the household gets warmer and cooler, so that they are able to be closed and opened instead of than being stuck. We will test all windows and doors during our Healthy Homes assessment of your rental property.

Adequate heaters are crucial to ensure well-being houses

Heating Putorino

Putorino rental properties should have a permanent heating source that is able to heat the principal or the biggest living space to at least 18degC, even on the most coldest days of the year. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical well-being and mental wellbeing.

The source of heat needs to remain fixed (i.e. not portable), at minimum 1.5 kW of heating capacity, and must meet the minimum requirement for heat capacity in the living area. A Heating Assessment Tool could be used to check if your current permanent heater(s) are sufficient or whether you will require to "top-up" with an additional heater. Unflued combustion and open fire heaters such as the portable LPG bottle heaters aren’t considered acceptable heating options under The Healthy Homes Standard.

If the heating system you offer is electric heating or heat pump, it should have an thermostat. This makes your heating more consistent and effective. In most homes, larger heaters that are fixed, such as heat pumps, wood burners, pellet burners or flued gas heaters are necessary. However, in some cases like small apartments, a smaller fixed electric heater may be sufficient.

If the living area already has a fixed heating source such as an air conditioner, it might require some additional energy to make sure it meets the requirements. Certain types of heaters cannot be used to meet the standard as they are either expensive, inefficient and/or unsafe to run.

Ventilation Putorino

Every living space in the rental property should contain at minimum one open windows or an exterior door to offer natural ventilation. Furthermore, moist areas such as kitchens or bathrooms need to have an externally vented extractor fan to eliminate moisture.

It is the ventilation standard is all about recognising it is that dried air can be much easier to heat and that a well ventilated rental property is less likely to develop mould and damp.

Bedrooms, living rooms, kitchens and dining rooms are considered liveable spaces. Spaces that connect, such as the hallways are not liveable , and thus don’t need an opening window or door.

Each door, window or Skylight requirements at least of opening to the outside, but remain fixed in an open position, allowing for fresh air circulation and air flow.

All bathrooms and kitchens as well as any other space in your home that has shower, bath, cooktop or other high humidity-generating items will require appropriate extractor fans that are vented towards the outside. This Healthy Homes Assessment service will check that there is adequate ventilation throughout the living spaces with the right extractor fan in areas of high moisture.

Insulation Putorino

The insulation of the ceiling and underfloor is a requirement to all rental houses as of July 1st, 2019. Property managers and landlords have to ensure the insulation meets current standard. In some cases, current ceiling insulation, or the insulation of the subfloor space may need to be replaced or replaced.

A house that is well-insulated will help to control condensation and lower the chance of mould and damp, and will also make an easier task to allow the house to retain heat.

Insulation needs to meet the R-values required for your area

The "R" signifies thermal resistance and is a measure of how well the insulation is able to resist heat flow. The higher the R-value, the more effective the insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – The rest of North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 below floor R 1.3

Putorino Moisture Ingress & Drainage

Keeping your rental property safe from dampness isn’t just about what’s inside the building it’s also about the outside. You must ensure there is somewhere for surface and underground water to flow, and also stop it from getting inside. When it comes to moisture and damp it is usually what you don’t see that could become a major issue and end up causing damage to your investment and harming your tenant’s well-being.

Rental properties should have efficient drainage to remove storm water, surface water and ground water, which includes an appropriate outfall or runoff. Making sure the water has a proper place to go and that it doesn’t get sucked into structures is a crucial aspect of making sure your property is dry.

Alongside the drainage system that will prevent the ingress of moisture, if your apartment has an enclosed gap between floorboards and the surface, a ground moisture barrier must be installed if it is reasonably practicable to do so.

Ground moisture barriers are usually an insulating sheet of polythene laid over the ground, to block any moisture in the ground from rising into the property. It also assists in preventing water damage to the floor insulation.
