Beginning on July 1st, 2021, when a brand new or renewed tenancy is signed on the Parkvale rental property, all Healthy Homes compliance work must be finished by the end of 90 days.

Failure to adhere to all of the Healthy Homes Standards within the deadlines can result in a fine of up to $7200. Any tenant may request information about the Healthy Homes Standard and how they are related to the house they live in. If the property manager fails to supply the necessary information within 21 days from getting the notice, the tenant could receive an infringement letter and could be fined up to $750.

Healthy homes are important

What are the reasons why Healthy Homes Compliance So Important?

One in three households rent in New Zealand and Parkvale, and research has shown that these rental homes tend to be older, colder, have less efficient heating and tend to be lower quality than homes that are owned by the owner.

The damp, cold and mouldy houses can have negative health outcomes, especially for illnesses such as colds and asthma, as well as cardiovascular issues. Additionally, those who reported at least four major house quality problems often experience less satisfaction in their lives and lower mental health.

The improvement in the quality of Parkvale rental property can help tenants enjoy better mental and physical health and minimise the disruption to work, learning and living because of illnesses. Your investment is also better safeguarded from mildew, mould and damp damages, which means lower maintenance costs in the long run.

The Healthy Homes Standards are a list of the specific and minimum standards for Heating, Insulation Ventilation, Moisture Ingress and Drainage, as well Draught stopping on Parkvale rental properties.

Unreasonable Gaps & Holes

Draught Stopping Parkvale

Draughts are a major cause of low temperatures inside households. A cold home is more expensive to heat, which means wasting energy and resulting in higher bills.

If a draft can be felt from unreasonable gaps or holes or holes, it needs to be closed.

What are unreasonable gaps or holes?

If you are able to feel external air getting in, or see an unobstructed draught coming from a gap or hole or crack, then it’s probably a gap or hole that needs sealing in the way you can. Large cracks and gaps should be fixed permanently. Cracks that are greater than 3mm and let air in or out from your home need the sealing. In the case of an open fireplace isn’t in use it can create draughts. This must be sealed off. Property managers and landlords are responsible for ensuring such draughts are eliminated in the maximum extent imaginable.

You don’t need to block holes or gaps in the construction. For instance, small gaps around windows and doors could be necessary to allow for movement within the structure when the household is heated and cools to allow them to be opened and closed rather instead of being stuck. We will examine all windows and doors as part of your Healthy Homes assessment of your rental property.

Adequate heaters are important to ensure well-being houses

Heating Parkvale

Parkvale rental properties need to have a stable source of heating that can heat the main or largest living room to at least 18degC, even on the most coldest days of the year. This is the minimum temperature indoors that is recommended by the World Health Organisation for people’s physical health and mental outlook.

The source of heat requirements to remain fixed (i.e., not portable), at minimum 1.5 kW of heating capacity and have the minimum required heating capacity for the main living space. A Heating Assessment Tool could be used to check if the current installed heater(s) are sufficient or if you’ll require to top up by adding a second heater. Open fires and unflued combustion heaters such as mobile LPG bottle heaters aren’t considered to be suitable heating options in the Healthy Homes Standard.

If the heating that you offer is electric heating or heat source, it should be equipped with a thermostat. This will help make the heating more uniform and efficient. For the majority of homes, bigger heaters that are fixed, such as heat pumps, wood burners, pellet burners or flued gas heaters will be required. In some instances, like apartments with small spaces an electric, fixed heater may be sufficient.

If the living area already has a central heating source such as heat pumps, it may require an upgrade in order to comply with the standards. Certain kinds of heaters aren’t able to be used to achieve the quality as they are either not effective, cost prohibitive to operate and/or unhealthy to run.

Ventilation Parkvale

Each living space within a rental property must contain at minimum one open window or exterior door to provide natural airflow. In addition, humid areas such as kitchens or bathrooms should have an venting fan outside to eliminate moisture.

It is the ventilation standard is all about acknowledging the fact that dry air is much easier to heat, and that an apartment that is well-ventilated will be less prone to developing damp and mould.

Bedrooms, living rooms kitchens and dining rooms are considered liveable spaces. Spaces that connect, such as the hallway aren’t liveable and therefore do not require an opening door or window.

Each door, window or the skylight needs to be able open to the outside and remain set in an opening position to allow the circulation of fresh air and ventilation.

The bathrooms in all kitchens as well as any other space in your home with a bath, shower, cooktop or other high moisture-producing item will need suitable extractor fans that vent to the outdoors. We offer a Healthy Homes Assessment service will make sure there is sufficient ventilation in each livable space with the right extractor fan in areas of high moisture.

Insulation Parkvale

Ceiling and underfloor insulation is required in all rental homes from 1 July 2019. Property managers and landlords have to make sure that the insulation meets the new standard. In some cases, existing ceiling insulation or insulation in the sub floor space might need to be filled with or replaced.

A well-insulated house will reduce the risk of condensation and reduce the chances of dampness and mould, and will also make much easier to the household to keep heat.

Insulation needs to meet the R-values of your area.

The "R" refers to thermal resistance, and is a gauge of how well insulation can withstand heat flow. The greater the R-value, the more effective the insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – The rest area of North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 (underfloor R 1.3

Parkvale Moisture Ingress & Drainage

Protecting your rental property from dampness isn’t just about the inside of the building; you have to ensure there is somewhere to allow surface, rain and underground water to flow and to prevent it from getting into the building. When it comes to moisture and damp it is usually those things that you aren’t aware of that can cause a lot of trouble and cause damage to your investment as well as harming your tenant’s well-being.

Rental properties should have efficient drainage to eliminate rainwater, storm water, and ground water, including the proper outfall or runoff. Making sure the water has a proper place to go, and that it can’t linger underneath the buildings is a vital aspect of keeping your property dry.

Alongside a drainage system to avoid water ingress, if the rental is enclosed between the floor and soil, a ground-water barrier must be put in place when it is reasonably practicable to install it.

A ground moisture barrier is usually an insulating sheet of polythene laid over the ground to stop any moisture from the ground from getting into the property. It also assists in preventing from causing damage to the flooring insulation.
