Fines for Failing to Comply

From the 1st of July in 2021, when a brand new, renewed or varied tenancy is signed on a Meeanee rental property, all Healthy Homes compliance tasks need to be taken care of within 90 days.

Landlords with six or more properties can be fined up to $50,000 and as high as $100,000 in the case of hearing claims.

Meeanee Healthy Homes Compliance Timeframes

Tenancies established beginning on 1 July 2019 to 30 June 2021

  • The insulation of the ceiling and underfloor is mandatory in all Meeanee and New Zealand rental homes where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply, an Insulation Statement and an Insurance Statement should be included with any new, renewed or altered tenancy contract.
  • Landlords and property managers must keep records to demonstrate conformance with any Healthy Homes Standards that apply or will be applicable throughout the tenancy period of their rental properties.

From 1 July 2021

  • Property managers and private landlords must make sure that their rental properties are in compliance to the Healthy Homes Standard within 90 days of a renewal, new or a change in tenant.
  • All the boarding houses (except Kainga Ora and registered Community Housing Provider Boarding house tenancies) must meet the Healthy Homes Standards regardless of when the tenancy began.

Beginning 1 July 2023

  • All homes let from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must meet the Healthy Homes Standards regardless of the date the tenancy was started.

From 1 July 2024

  • All rentals homes must comply with the Healthy Homes Standard regardless of when the tenancy began.
