Fines for Failing to Comply

As of 1st July 2021, if a new or renewed tenancy is signed for a Mahora rental property, all Healthy Homes compliance tasks have to be done within 90 days.

Mahora Healthy Homes Compliance Timeframes

Tenancies commenced beginning on 1 July 2019 and the 30th June in 2021

  • Underfloor and ceiling insulation is compulsory for all Mahora and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement should be included in any renewed, new or varied tenancy agreement.
  • Landlords and property managers must keep records that prove conformance with the Healthy Homes Standards that apply or will be applicable during the tenancy of their rental properties.

Beginning 1 July 2021

  • Property managers and private landlords should make sure their rental properties conform to the Healthy Homes Standard within 90 days of any newly renewed, extended or changed Tenancy.
  • All boarding households (except Kainga Ora and Community Housing Providers with registered boarding home tenancies) must comply with the Healthy Homes Standard regardless of when the tenancy began.

From 1 July 2023

  • All houses that are rented out to Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must meet the Healthy Homes Standards regardless of the date the tenancy was started.

From 1 July 2024

  • All rental homes are required to comply with Healthy Homes Standard regardless of the date when the tenancy started.

Heating Mahora

Rental properties in Mahora must have a fixed source of heating which can warm the living area to at minimum 18degC, even on the most coldest days of the year.
