Healthy homes matter

Why is Healthy Homes Compliance so Important?

A majority of households rent the property in New Zealand and Haumoana, and research suggests that rental houses tend to be colder, older, are not as efficient heating, and generally have lower standard than those owned by owners.

Cold, damp and mouldy homes are linked to negative well-being outcomes, particularly diseases like colds and flu, asthma and cardiovascular conditions. Furthermore, people who reported four or more key issues with their housing often have low life satisfaction and reduced mental health.

The improvement in the standard of Haumoana rental property will allow tenants to enjoy improved physical and mental health, and lessen the interruption to learning, work and living because of illness. Your investment will also be better secured from mildew, mould and damp damages, which means less costs of maintenance in the long run.

The Healthy Homes Standard is a set of specific and minimal standards for heating, insulation, Ventilation, Moisture Ingress and Drainage, as well as Draught stopping within Haumoana rental properties.

Unreasonable Gaps & Holes

Draught Stopping Haumoana

Draughts can lead to dropping temperatures within houses. A humid house will cost more to heat, which means wasting energy and increased bills.

If a draught could be felt through gaps that are too large or holes, it requirements to be sealed.

What are unreasonable gaps and holes?

If you are able to feel external air getting in, or see the air is clear out of a hole or gap and you can feel it, it’s most likely a gap or hole which requirements sealing in somehow. Large gaps and cracks should be permanently stopped. Gaps greater than 3mm that let air into or out of the house require to be sealed. For example, if an open fireplace isn’t in use it can cause draughts and should be blocked from. Landlords and property managers are responsible for ensuring that such draughts are squelched in the maximum extent imaginable.

You don’t require to block off holes or gaps which are part of the construction. For example, tiny gaps around windows and doors might be necessary to allow for movement within the building when the household warms and cools so that they can still be closed and opened rather than securing. We will inspect every window and door during an Healthy Homes assessment of your rental property.

Adequate heaters are crucial to ensure healthy homes

Heating Haumoana

Rental properties in Haumoana should have a permanent source of heat that is able to heat the principal or the biggest living room to at least 18 degrees Celsius, even on the coldest days of the year. This is the minimum temperature indoors suggested by the World Health Organisation for people’s physical well-being and mental wellbeing.

The heating source needs for it to be permanent (i.e., not portable) and at least 1.5 horsepower in capacity, and must meet the minimum required heating capacity for the main living room. The Heating Assessment Tool can be used to determine if the current installed heater(s) are adequate or if you’ll need to "top up" with an additional heater. Unflued combustion and open fire heaters, such as the portable LPG bottle heaters are not considered to be safe heating options in The Healthy Homes Standard.

If the heating system you provide is electric heating or heat pump it must be equipped with the thermostat. This will make the heating more uniform and efficient. For the majority of houses, bigger heaters that are fixed, such as heat pumps, wood burners pellet burners, flued gas heaters are required. However, in some cases like small apartment buildings small apartments, a smaller electric fixed heater might be enough.

If your living space already has a permanent heating source, like the heat pump, it might require a top up in order to comply with the standards. Certain kinds of heaters cannot be used to achieve the standard since they’re either costly, not affordable to run, and/or unhealthy to run.

Ventilation Haumoana

Every living space of a rental home must have at least one openable door or window to offer natural ventilation. In addition, humid areas such as kitchens or bathrooms need to have an externally vented extractor to take moisture away.

The ventilation standard is about recognising it is that dried air can be more easy to heat and that an apartment that is well-ventilated is less likely to grow damp and mould.

Living rooms, bedrooms, dining rooms, and kitchens are considered liveable spaces. Connecting spaces such as the hallway aren’t considered living spaces and therefore don’t require an opening door or window.

Each door, window or Skylight needs for them to be in a position to open to the outside, but remain set in an opening position in order to allow for fresh air circulation and air flow.

Bathrooms, kitchens, and every other room of your home that has a bath, shower and cooktop or another humidity-generating items will require suitable extractor fans which are vented to the outdoors. Our Healthy Homes Assessment service will verify that there is enough ventilation in every living space that includes extractor fans that are suitable in areas with high moisture.

Insulation Haumoana

Underfloor and ceiling insulation is required for all rent houses since 1 July 2019. All landlords and property managers are required to ensure the insulation meets standards that are in line with the latest standard. In some instances, an existing insulation on the ceiling or in the sub floor space may need to be filled with or replaced.

A well-insulated property will reduce the risk of condensation and lessen the likelihood of dampness and mould, and also makes it easier to the house to retain heat.

Insulation needs to meet the R-values of your area.

The "R" stands for thermal resistance, and it is a measurement of how well insulation is able to resist heat flow. The more R-value is higher, the higher the standard of insulation.

  • Zone 1 Zone 1 Auckland & Northland - ceiling R 2.9 in the underfloor, 1.3
  • Zone 2 – the rest of the North Island except Taupo and the Central Plateau – ceiling R 2.9 underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 and underfloor R 1.3

Haumoana Moisture Ingress & Drainage

Keeping your rental property safe from moisture isn’t just about what’s inside the building but you must make sure there is somewhere to allow surface, rain and underground water to flow, and prevent it from getting into the building. When it concerns damp and moisture it is usually what you don’t see that can cause a lot of trouble that can cause damage to your investment as well as harming your tenant’s health.

Rental properties must have effective drainage to remove floodwaters, surface water, and ground water, including the proper outfall or runoff. Making sure that the water has a proper place to go, and also that it doesn’t get sucked into buildings is a vital aspect of making sure your property is dry.

Alongside a drainage system to prevent the ingress of moisture, if your property has an enclosed space between your flooring and soil, a ground-water barrier must be put in place when it is reasonably practicable to do so.

A ground moisture barrier is typically a polythene sheet laid over the ground, in order to block any moisture present in the ground from accumulating into the property. It also helps prevent any damage to your underfloor insulation.
