Fines for Failing to Comply

The person responsible to pay this fine is the one who is identified on the tenancy contract as the person leasing the property out, so it could be the name of the landlord as well as the company that manages the property.

Hastings Central Healthy Homes Compliance Timeframes

Tenancies that were signed from 1 July 2019 to 30 June 2021

  • Ceiling and underfloor insulation is a requirement throughout Hastings Central and New Zealand rental houses where it is reasonably practicable to put in.
  • A Healthy Homes Intent to Comply Statement, an Insulation Statement and an Insurance Statement must be included in any renewed, new or modified tenancy agreement.
  • Property managers and landlords must keep records that prove conformance with each Healthy Homes Standards that apply or will be in force during the tenure of your rental home.

Beginning 1 July 2021

  • Private landlords and property managers must ensure their rental properties conform with the Healthy Homes Standards within 90 days of a newly renewed, extended or changed lease.
  • All boarding houses (except Kainga Ora and registered Community Housing Provider Boarding house tenancies) must comply with the Healthy Homes Standard regardless of the date when the tenancy started.

  • All homes which are rented through Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must comply with the Healthy Homes Standards regardless of the date the tenancy was started.

From July 1st 2024

  • All rentals homes must be in compliance with the Healthy Homes Standards regardless of the date when the tenancy started.

Heating Hastings Central

Rental properties in Hastings Central must have a fixed heating source which can warm the main or largest living area to at minimum 18degC even on the winter coldest days.
