Healthy Homes Assessment Services

Did you be aware that the Healthy Homes Standards came into effective on July 1st, 2021? Landlords now have to make sure that their Glengarry rental properties meet the minimum Healthy Homes Standards within 90 days of the start of any renewed or new tenancy and all private rental properties are required to be completely in compliance by July 1st 2024.

Fines for Failing to Comply

As of 1st July 2021, if a new or renewed tenancy is signed on a Glengarry rental property, all Healthy Homes compliance items need to be done within 90 days.

Since the 1st July of 2021, when a new or renewed tenancy is signed on the Glengarry rental property, all Healthy Homes compliance work must be done by the end of 90 days.

Failure to comply with each of Healthy Homes Standards within the expected timeframe can result in an amount of $7200. Additionally, if the most present Healthy Homes Statement of Compliance isn’t included in the renewal, new or amended tenancy agreement it could result in an additional fine or infringement fee.

Glengarry Healthy Homes Compliance Timeframes

Tenancies commenced from 1 July 2019 and the 30th June in 2021

  • Underfloor and ceiling insulation is a requirement throughout Glengarry and New Zealand rental homes where it is reasonably practicable to put in.
  • A Healthy Homes Intent to Comply Statement, an Insulation Statement and an Insurance Statement should be included in any renewed, new or amended tenancy agreement.
  • Property managers and landlords must keep records that prove conformance with each Healthy Homes Standard that apply or will be applicable throughout the tenancy period of an apartment rental.

Beginning 1 July 2021

  • Private landlords and property managers must make sure their rental properties comply to the Healthy Homes Standards within 90 days of a new, renewed or varied lease.
  • All boarding homes (except Kainga Ora and registered Community Housing Provider for boarding home tenancies) must comply with the Healthy Homes Standards regardless of the time the tenancy began.

Starting 1 July 2023

  • All homes rented from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must be in compliance with the Healthy Homes Standards regardless of the date the tenancy was started.

From 1 July 2024

  • All rentals homes have to meet the Healthy Homes Standard regardless of the date when the tenancy started.

Draughts are a major cause of dropping temperatures within houses. A cold home is more expensive to heat, meaning wasting energy and resulting in higher bills.

If a draft can be noticed from gaps that are not adequate or holes the area needs to be closed.

What are unreasonable gaps or holes?

If you can feel external air getting in, or see a clear draught out of a hole or gap that is, it is most likely a gap or crack that needs sealing in the way you can. Heating Glengarry

Rental properties in Glengarry require a reliable source of heat that is able to heat the principal or the biggest living room to at least 18degC, even on the coldest winter days. This is the minimum indoor temperature that is recommended by the World Health Organisation for people’s physical health and mental well-being.

The source of heat requirements to remain fixed (i.e., not portable) that is, at least 1.5 Kilowatts in heating capacity, and it must have the minimum capacity for heating required to heat the living space in general. A Heating Assessment Tool may be used to determine whether your current installed heater(s) are adequate or if you’ll need to top up with a new heater. Open fires and unflued combustion heaters like portable LPG bottle heaters are not considered to be acceptable heating options in The Healthy Homes Standard.

If the heating that you offer is electric heating or heat source, then it must include the thermostat. This makes the heating more uniform and efficient. For most properties, larger fixed heating devices such as heat pumps, wood burners pellet burners, flued gas heaters are needed. In certain situations, such as small apartments, a smaller fixed electric heater may suffice.

If the main living room already has a central heating source such as an air conditioner, it may need some additional energy to be able to meet the standards. Some types of heaters can’t be used to achieve the quality because they’re inefficient, unaffordable to operate or unsafe to operate.

Ventilation Glengarry

Each liveable space in the rental property should have at least one opening window or exterior door to provide natural ventilation. Furthermore, moist spaces like kitchens and bathrooms must have a suitable externally vented extractor to take moisture away.
