Tenancies signed between 1 July 2019 and the 30th June in 2021

  • The insulation of the ceiling and underfloor is mandatory for all Bay View and New Zealand rental houses where it is reasonably practicable to install.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement should be included in any renewed, new or amended tenancy agreement.
  • Property managers and landlords must keep records to demonstrate the compliance with the Healthy Homes Standard that apply or will apply during the tenure of the rental property.

From 1 July 2021

  • Property managers and private landlords should ensure their rental properties conform to the Healthy Homes Standard within 90 days of any new, renewed , or altered tenancy.
  • All boarding homes (except Kainga Ora and registered Community Housing Provider boarding household tenancies) must comply with the Healthy Homes Standard regardless of the time the tenancy began.

Beginning 1 July 2023

  • All homes which are rented from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must be in compliance with the Healthy Homes Standards regardless of the date the tenancy was started.

From July 1st 2024

  • All rentals homes must be in compliance with the Healthy Homes Standards regardless of the time of the first day of tenancy.
